The Government of the Russian Federation adopted Decree No. 744 of 17 May 2021, which amends the Rules for the registration and withdrawal from registration of citizens of the Russian Federation at the place of stay and place of residence within the Russian Federation (approved by Government Decree No. 713 of 17 July 1995).
The changes will come into force from 1 July 2022 and aim to simplify the registration procedure by converting it into an electronic format.
Thus, it will be possible to apply for registration electronically - through the Public Services Portal. It will be enough to visit the registration authority just once. After the request has been processed, the citizen will only have to put a registration stamp in his or her passport.
In addition, registration services will be provided on the basis of the principle of extraterritoriality. That is, citizens will be able to choose any registration authority within an urban district or municipal area, or in the case of cities of federal importance – any registration authority on their territory.
In turn, the Russian government's innovative approach to the procedure for registering Russian citizens at their place of residence and stay suggests rapid changes for foreign nationals as well.
