Due to the coronavirus pandemic and the restrictions of transport communications with foreign countries introduced in connection with it, Decree of the President of Russia No. 364 from June 15, 2021 had suspended the duration of temporary stay, temporary or permanent residence, expulsion/”ban on entry" of foreign citizens; the terms of registration of foreign citizens, as well as the validity of visas, temporary or permanent residence permit, migration card with marks, refugee certificate, certificate of consideration of an application for recognition as a refugee, certificate of temporary asylum, certificate of a resettler.
Clause 6 of the Decree establishes that the list of foreign states which the temporary restrictions imposed by Russia on transport communications have been lifted with (so as the date of removal of such restrictions) should be approved by the Government of Russia.
By the Order of the Government of Russia No. 1253-r dated May 20, 2022, supplemented by order of the Government of Russia No. 1454-r dated June 6, 2022, the list of foreign countries for which the temporary restrictions on transport communications imposed by Russia have been lifted was established (hereinafter referred to as the List). The date of removal of such restrictions is the date of inclusion of a foreign state in the List.

On September 5, 2022, the Order of the Government of Russia dated September 5, 2022 No. 2537-r came into force, by which the order of the Government of Russia No. 1253-r dated May 20, 2022 is supplemented by paragraph 3 of the following content:
"3. Establish that the date of removal of temporary restrictions on transport communication with a foreign state not included in the list approved by this order is the date of entry into force of the act of the Government of Russia on recognizing as invalid the act of the Government of Russia that established such restrictions."
However, it is not entirely clear what was meant by the regulatory legal act that established restrictions on transport communication with a foreign state – orders of the Government of Russia No. 365-r dated March 16, 2020 and March 27, 2020 do not establish any transport restrictions, among the regulatory acts canceled by order of the Government of Russia dated July 14, 2022 No. 1267, there are no those that would introduce or cancel transport restrictions.
At the moment, there are no regulations that cancel the previously introduced transport restrictions.
We have sent a request to the Ministry of Internal Affairs of Russia to provide clarification and provide an official position on the regulatory legal act that introduced transport restrictions, and, accordingly, the date of calculation of the suspension of the specified periods and the deadlines until which foreign citizens of states that are not included in the List, need to legalise their residence or leave Russia.
