By this order, the Government of Russia, in accordance with paragraph 5 of Article 181 of the Federal Law "On the Legal Status of Foreign Citizens in Russia", establishes the allowable shares for employers engaged in certain types of economic activity.
In comparison with the distribution of shares in force in 2022, the lists of regions for which exceptions are made have been changed, but the types of activities and percentages of the number of foreign workers have remained unchanged.

The above share in vegetable growing (code 01.13.1) does not apply to the Udmurt Republic, Primorsky Territory, Astrakhan Region and Volgograd Region.
The above share in the field of forestry and logging (code 02) does not apply to the territory of Primorsky Krai.
The above share in the construction sector does not apply to the territories of the Republic of Buryatia, the Republic of Dagestan, the Krasnodar Krai, the Amur Region and the city of Moscow.
The above share in the field of activity of road freight transport does not apply to the territory of the Krasnodar Krai and Primorsky Krai.
For the Republic of Dagestan, there is a 50% share in the construction sector (section F).
For the Krasnodar Krai, there is a 50% share in the construction sector (section F), other land passenger transport 0%, road freight transport 0%
For the Udmurt Republic, there is a 0% share in the field of growing vegetables, the operation of land passenger transport, the operation of passenger taxis and rented cars with a driver.
For Primorsky Krai, there is a 40% share in growing vegetables, 20% in forestry and logging, 15% in the field of other land passenger transport, 10% in the field of road freight transport.
For the Ryazan region, the share in manufacturing activities is 90%.
There are no other exceptions for regions.
