Thus, in one year, the quota decreased by 30%, and over two years, the cumulative reduction reached 64%.
TRP quotas in Russian regions in 2026
The most serious reductions affected the country's largest cities:
- Moscow: 500 TRPs (a 2-fold reduction fr om 1,000).
- St. Petersburg: 100 TRPs (a 2-fold reduction from 200).
- Leningrad Region: 50 TRPs (a 2.5-fold reduction from 125).
- Moscow Region: 250 TRPs (previously 350).
Fixed quotas of 100 permits each were allocated to the Voronezh Region, Novosibirsk Region, the Republics of Bashkortostan and Tatarstan, as well as the Stavropol Krai. Other regions, such as the Samara, Sverdlovsk, and Rostov Regions, received between 50 and 80 quotas.
