The Russian Government Decree as of November 15, 2016 №2428-r reduced the quota for temporary residence permits (TRP) of foreign citizens in Russia for 2017. In 2017 the quota for foreign citizens and stateless persons is established for 110 880 permits in Russia with the distribution within the Russian territorial entities in accordance with their applications (in 2016, the quota was 125 900 permits).
The quota for Moscow in 2017 is 2000 TRP.
The quota for Moscow region in 2017 is 8000 TRP.
The quota for St. Petersburg in 2017 is 1500 TRP.
The quota for Leningrad region in 2017 is 400 TRP.
The quota for Kaluga region in 2017 is 3000 TRP.
The quota is established in accordance with the Rules of determining the quota for the issuance of the temporary residence permits in Russia for foreign citizens (approved by the Government Decree as of April 4, 2003 №193).
