On May 18, 2021 the Government of Russia published Order No. 1291-p of May 18, 2021 stating the norms of Order No. 635-p in a new version.
Almost every paragraph of point 2 of Order No. 635-r has been changed, but most of the changes are of a technical nature.
Among the main changes is the addition of new categories of foreign citizens to the list. Thus the restrictions will not apply to:
- persons entering Russia for the purpose of business trips specified in the lists formed in accordance with the algorithm of actions to ensure entry into the Russian Federation of foreign nationals - owners or managers of enterprises operating in the Russian Federation and foreign nationals for their participation in negotiations on the implementation of investment projects;
- persons entering Russia as spectators, volunteers and participants of UEFA EURO 2020 sporting events.
Below is a detailed overview of all changes.

Rospotrebnadzor and its territorial bodies are instructed to ensure the implementation of sanitary and quarantine control when entering the Russian Federation with respect to all of the above persons.
The Ministry of Internal Affairs of Russia and its territorial bodies are instructed to temporarily suspend the acceptance of documents, registration and issuance of invitations for entry into the Russian Federation for foreign citizens and stateless persons, except for persons referred to in subparagraphs 3, 6 - 8, 12, 13, 17, 18, 23 - 25 and 27 - 33 and 35 of paragraph 2 of the Order, as well as permits to hire foreign workers and work permits for foreign nationals outside the territory of the Russian Federation, except for the foreign nationals specified in subparagraphs 12, 25, 28, and 29 of paragraph 2 of the Order.
The Ministry of Foreign Affairs of Russia is instructed to temporarily suspend the acceptance of documents, registration, and issuance of all categories of visas to foreign nationals and stateless persons at diplomatic missions and consular offices of the Russian Federation, except for:
- persons specified in subparagraphs 1 - 3, 16 - 23 and 25 - 29 of paragraph 2 of this Order who are issued diplomatic, service, ordinary business, ordinary private, ordinary humanitarian, ordinary work, and ordinary study visas;
- the persons specified in subparagraphs 12 and 13 of paragraph 2 of this Order, who receive visas at the diplomatic representations and consular missions of the Russian Federation in the territories of foreign states specified in Annex No. 1 to this Order;
- the persons specified in subparagraphs 4 - 8, 30 - 33 and 35 of paragraph 2 of this Order.
