The Government of Russia has prepared a draft Resolution on establishment in 2019 of permissible proportion of foreign workers used by business entities that carry out certain types of economic activities in Russia.
In comparison with 2018, the Government propose to add a share of 80% for construction and reduce the permissible share of foreign workers from 28% to 26% in the sphere of activity of other land passenger transport (code 49.3) and activity of road freight transport (code 49.41).
The following distribution is approved:

The permissible share in the construction sector extends to business entities operating in Russia, with exception of the Khabarovsk Territory, the Amur Region and Moscow.
The permissible share in the sphere of vegetable growing extends to economic entities operating in Russia, with exception of the territories in the Primorsky Krai and the Astrakhan Region.
