On May 15, 2019, the Government of Russia has submitted to the State Duma two draft laws providing for simplification of the procedure for granting temporary residence permits, permanent residence permits, citizenship of Russia to foreign citizens.
Draft law No. 709412-7 proposes to shorten from three years to one year the required period for foreign citizens and stateless persons to work in Russia by profession (specialty, position) included in the list of professions (specialties, positions) of qualified specialists who have the right to receive in the citizenship of Russia in a simplified manner.
Draft law No. 709474-7 simplifies the procedure for granting temporary residence permits and permanent residence permits to foreign citizens who speak Russian.
It is also proposed to issue a temporary residence permit to certain categories of foreign citizens (born in Russia, investors, married to a citizen of Russia, etc.) without considering quotas. It is proposed to expand the circle of foreign citizens who can receive a permanent residence permit without obtaining a temporary residence permit.
It is proposed to introduce an indefinite permanent residence permit, except for the cases of its issuance to highly qualified specialists and their family members (for the duration of the work permit) and qualified specialists (for three years).
It is proposed to increase the amount of state duty for issuing a permanent residence permit from 3500 rubles up to 5000 rubles.
