Government of Russia has established a quota for issue temporary residence permits for foreign citizens in 2019

On November 15, 2018, Government of Russia has adopted the Order of November 15, 2018 N 2496-p, which set quota for issuing to foreign citizens and stateless persons.

The total quota is set at 83 480 temporary residence permits. Thus, the size of the quota was reduced in comparison with 2018 (90 360).

The quota was also distributed among the subjects of Russia. The main subjects received the following quotas:
