On September 30, 2019, the Government of Russia adopted Decree No. 1271 “On establishing for 2020 an allowable share of foreign workers used by business entities engaged in certain types of economic activity on the territory of Russia”.
Compared to the current distribution of shares in 2019, the old shares were retained, but the lists of regions for which exceptions were made were changed.
The following distribution is approved:

Activity of road freight transport (code 49.41) | 26% |
Sports activities other (code 93.19) | 25% |
The above share in the construction does not apply to the territories of the Republic of Buryatia, the Republic of Dagestan, the Amur Region and the city of Moscow.
For the Republic of Dagestan, a 50% share in the construction is in effect.
No other exceptions are provided for the regions.
