On November 12, 2020, the Government of Russia adopted Decree No. 1823 “On establishing for 2021 an allowable share of foreign workers used by business entities engaged in certain types of economic activity on the territory of Russia”.
Compared with the distribution of shares in force in 2020, some shares have been changed, new activities have also been added (changes are highlighted in bold in the table below), the lists of regions for which exceptions are made remain the same. Employers need to bring the number of employees into line by January 1, 2021.
The following distribution is approved:

The above share in the construction does not apply to the territories of the Republic of Buryatia, the Republic of Dagestan, the Amur Region and the city of Moscow.
For the Republic of Dagestan, a 50% share in the construction (code F) is in effect.
No other exceptions are provided for the regions.
