In December 2015 the Resolution of the Russian Government, entitling the heads of the RF territorial entities to impose restrictions on employment of foreign citizens in various fields was adopted. In 2016, such restrictions were introduced in several regions of the RF.
Thus, Vladimir Gorodetsky, the governor of the Novosibirsk Region, signed a decision that prohibits foreign citizens to work in the region as teachers, taxi drivers, to be engaged in financial activities, and several other specialties “in 2016”.
The decision, published on the website of the regional government, includes a list of 16 types of works, which foreigners are prohibited to be engaged in 2016.
In 2016, foreign citizens will not be able to work in hunting, fishing and breeding of wild animals. The ban is also for the baby food producing.
In addition, foreign citizens are prohibited to drive buses and a taxi, and other passenger and transport as well, to be engaged in financial activities, law activities, to work as an accountant, to advise on business and enterprise management.
Moreover, foreign citizens in the Novosibirsk region are now prohibited to employ labor and select personnel, to work as secretaries, editors and translators, to extract minerals, to work as agents in wholesale trading of timber.
Within three months from the date when this decision came into effect, "guided by the requirements of the labor legislation of Russia", employers should "bring into compliance the number of foreign workers employed with this decision", the document says.
