Participation of foreign citizens and stateless persons in campaigning activities is prohibited by paragraph 7 of Article 48 of the Federal Law of June 12, 2002 No. 67-FZ "On the Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of Russia".
The current version of Article 5.11 of the Code of Administrative Offenses of the Russian Federation provides for fines for such an act for citizens in the amount of 1-1.5 thousand rubles, for officials 2-3 thousand rubles and for legal entities 20-30 thousand rubles.
The draft law proposes to increase the fine for officials to 5-10 thousand rubles and for legal entities 50-100 thousand rubles, and if this act is committed by a foreign citizen or a stateless person, the fine for such a citizen will be from 5 to 10 thousand rubles with mandatory administrative expulsion from Russia.
The explanatory note to the drfat law states that involving migrants in campaigning activities, including in the form of posting campaign announcements, entails their failure to fulfill their direct duties, in particular in the housing and communal services sector, and in addition to increasing social tension, leads to improper provision of these services to the population.
