President Vladimir Putin ordered the Government of Russia to submit to the State Duma a draft law on visa-free entry to Russia for foreign football fans who have a personalized card of the viewer during the World Cup in 2018, by December 18.
Foreign football fans should be given the opportunity to come to Russia in a period 10 days prior to the opening match of the championship and ending on the day of the final, «on valid identity documents and a personalized card of the viewer both on paper and in electronic form». In addition, during the World Cup 2018, media representatives should be given the right to free travel by rail in additional trains carrying out transportation between the cities where the matches are held.
The deadline for fulfilling these instructions is set until December 18, 2017.
