The draft law gives the right to delay persons entering the territory of Russia on an emergency basis by personal transport from Ukraine, the Donetsk and Lugansk People's Republics, on registration of OSAGO for a period of 90 calendar days from the date of entry.
In the event of an accident involving such a car, the victims will be entitled to receive compensation from the professional association of insurers. The norm applies only to persons who entered Russia from the territory of Ukraine, the DPR and the LPR. These citizens will be able to cross the border from Russia without having an OSAGO policy, the explanatory note to the bill says.
At the same time, the obligation to issue a policy after the expiration of the specified period is not removed from this category of citizens.
