The law gives Russian banks the right to open an account for foreign tourists and legal entities without their personal presence or the presence of their representatives, remotely.
Identification of clients in this case will be carried out by foreign banks on behalf of a Russian bank on the basis of an agreement. After completing the procedure in their country, a foreign citizen will be able to open an account in a Russian bank remotely by receiving an "electronic card". With the help of such a card, a tourist will be able to book a tour, and after arriving in Russia, he will be able to receive a plastic card and pay for purchases and services with it.
The stated purpose of the draft law was to make it easier for foreign citizens and companies to open accounts in Russian financial institutions, including without a personal presence, under the sanctions policy of unfriendly countries and the termination of international systems (Visa and Mastercard) in Russia.
