On November 1, 2019, bills previously signed by the President of Russia will come into effect, raising the state fee for issuing a permanent residence permit to 5,000 rubles, introducing an unlimited permanent residence permit and simplifying the provision of residence permits to foreign citizens.
The adopted Bill No. 709422-7 provides for an increase state duty for issuing a permanent residence permit from 3,500 rubles to 5,000 rubles.
The adopted Bill No. 709474-7 simplifies the procedure for granting foreign citizens who speak Russian, temporary residence permits and permanent residence permits.
It is also provided, without taking into account the quota, to issue a temporary residence permit to certain categories of foreign citizens (born in Russia, investors married to a Russian citizen, etc.) It is envisaged to expand the circle of foreign citizens who can obtain a permanent residence permit without obtaining a temporary residence permit.
It is planned to introduce an unlimited permanent residence permit, with the exception of cases of its issuance to highly qualified specialists and members of their families (for the duration of a work permit) and qualified specialists (for three years).
