In March, 2016 Russian state authorities confirmed the possibility to enter Russia on DPR and LPR passports.
In summer, 2015 the issue of LPR (Luhansk People's Republic) own passports started. The issue of DPR (Donetsk People's Republic) own passports started in February-March, 2016.
At the beginning of the issuance of new passports, most DPR and LPR residents had passports of Ukraine citizens. As of March 2016, several thousand residents of these republics have DPR and LPR passports. Primarily the issue of new passports is supposed for persons reached the age of 16 years, as well as those who lost their Ukrainian passport. Thus, it is planned to issue 34 thousand passports in DPR before the beginning of summer 2016. As far as these immediate needs are met, it is planned to issue passports for population massively in order to create the institution of DPR and LPR citizenship.
Due to the fact that Russia didn’t recognize this states (DPR and LPR are recognized only by South Ossetia, which is recognized by four UN-member states), and 3-4 million people live in DPR and LPR, the matter of recognition of documents of these republics in Russia and the possibility of entering Russia by them becomes particularly topical.
It is worth noting, that the factual presence of two unrecognized states with their own system of government, legislation, as well as big population, in Donbas, forces Russian state authorities to factually recognize them despite the fact that Russia does not officially recognize DPR and LPR as independent states.
Media sources in government authorities confirmed it is informally allowed to cross the Russian border with these documents. Moreover, it is planned to allow crossing the Russian border for vehicles with DPR and LPR car plates in a future.
The media also featured an explanation of the Border Service of the Federal Security Department of Russia, which states that persons residing in DPR and LPR, may entry Russia and exit from Russia without a visa based on identity documents issued by the competent authorities, in fact acting on this territory.
Thus, in fact the DPR and LPR documents are recognized in Russia.
