Confidence Group informs about significant problems connected with the entry into Russia and migration registration during the visa renewal period.
Recently, a great number of foreign citizens entering Russia or applying for migration registration during the renewal period of their visas in the Department of Internal Affairs of the Russian Internal Ministry (Pokrovka Street, 42) have faced big problems.
The main problem arises at the Russian border control when a foreign citizen applies for the renewal of his/her visa to the department of the Interior Ministry's Main Administration of Russian Internal Ministry (Pokrovka Street, 42) leaves the country and tries to enter Russia on old valid visa.
Such situation can arises because of the latest changes in the database processing of visas.
Applying for a new visa information on it (its number, period of validity, etc.) is put into the database considerably earlier than the proposed date of its collecting from authority (stamping into the passport). As soon as the details of the new visa are put into the database, the old visa becomes no longer valid. Thus, the border control when entering Russia can see in the database information only on the newly issued visa, which has not been picked up and put into the foreigner’s passport. On these bases, the border control prohibits a foreign citizen to enter Russia having no technical ability to do this.
For those citizens, who have simplified regime of entry into Russia (can enter Russia for a short period without visa as well) the border control proposed to enter Russia without visas for tourist or business purposes.
The second problem arises with those foreign citizens who applied for the renewal of visa and during the renewal period try to make migration registration.
Migration authorities can see only the newly issued visa, which has not been collected and put into the foreigner’s passport and on this basis refuse to put a foreign citizen on migration registration.
Let us also remind you that a new visa can not be collected from the authorities in case a foreign citizen has no valid migration registration.
To minimize such risks, Confidence Group recommends foreign citizens not to leave Russia (cross the border of Russia) during the visa renewal period within the Ministry of Internal Affairs, as well as not to change the place of stay on the territory of Russia for at least within the first half of the period of visa renewal.
To the moment, Confidence Group is trying to solve the problem described. In the nearest future, a meeting with the head of the Ministry of Internal Affairs will take place to clarify the situation.
