From November 10, 2025, new rules for extending the period of temporary stay for foreign citizens in Russia come into force. Order No. 785 of the Ministry of Internal Affairs dated October 21, 2025, introduces key changes to migration procedures, making it mandatory for most applicants to file a specific application. Here is what has changed and for whom the new rules for extending temporary stay have become mandatory.
Key changes in the extension procedure
The main innovation is the mandatory submission of an application for extension of temporary stay. Previously, it was submitted only for minor children. Now the rule applies to everyone who has filed documents for a Temporary Residence Permit (RVP) or Permanent Residence Permit (VNZh). This is done to unify the procedure and clearly document the intentions of the foreign national.
What documents are needed for the extension?
From November 10, 2025, the standard set of documents includes:
- Application for extension of the temporary stay period (for adults and children).
- Valid passport and copies of all its pages.
- Copy of the certificate of acceptance of documents for a Temporary Residence Permit (RVP) or Permanent Residence Permit (VNZh).
- For minors: birth certificate and guardianship documents (and their copies).
- Receipt of payment of the state duty for the extension (1000 rubles).
Who else is eligible to extend their stay in Russia?
The right to extension is retained for the following categories of foreign nationals. This list includes:
- Citizens of EAEU countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan) working under an employment contract and their family members.
- Participants of the State Program for the Resettlement of Compatriots and repatriates.
- Full-time students.
- Foreign nationals with close relatives who are Russian citizens or holders of a Permanent Residence Permit.
Specifics for EAEU citizens
We remind you that for EAEU citizens, the period of stay in Russia is determined by the validity period of their employment contract. If an indefinite-term employment contract is in place, the stay is extended for up to one year from the date of entry. This period can be repeatedly extended for up to one year each time. However, this extension is not automatic and requires an application from the foreign citizen. Such an application must be submitted upon each entry into Russia.
For working EAEU citizens registered in the "Amina" application, it is necessary to apply in person to the Ministry of Internal Affairs within the first 90 days of stay to extend the temporary stay period and obtain a corresponding stamp in their migration card. The application must be accompanied by a passport (with translation), migration card, a copy of the employment contract, and a notification from the employer.
