- Power of attorney (in the case of filing a trustee).
- A copy of the certificate of registration of a Russian company in a tax authority at the location in the territory of the Russian Federation (hereinafter - VAT).
- A copy of an extract from the Unified State Register of Legal Entities (hereinafter - Entities) for a period of registration is not more than 1 month.
- Guarantee letter confirming the possibility of foreign employees for the period of their employment living quarters.
- Guarantee letter confirming the possibility of providing medical assistance to foreign workers in the framework of voluntary health insurance.
- A copy of the tenancy agreement, confirming the actual address of the employer.
- a copy of the registration in the Consolidated State Register;
- a copy of the permit to open a representative office.
- sent by post or facsimile,
- not certified by the signatures of the authorized officials and certified by the seal of the organization (except for individual entrepreneurs);
- decorated with violations of the recommendations in order of filling in the application of the employer, the employer's application to increase (decrease) the size requirements contained in Annex 2 to the Order of the Ministry of Labor and Social Protection of the Russian Federation of 23.01.2014 N 27H.
Applications for quota for foreign labor hire in 2017 and for quota correction in 2016 will be accepted since January 12, 2016.
Quota application procedure in Moscow Oblast consists of the following stages:
| 1 | Application to the local Center for Employment | Application is required for citizens from visa countries in full compliance with quota/quota correction application. |
| 2 | Registration on the official web site of the Ministry of Health and Social Development www.migrakvota.gov.ru | Registration is required in case a primary quota application is made. Registration and work procedure is available here. If an organization has a branch office or autonomous subdivision in several regions of Russia, all of them shall be registered separately (confirmed by the head organization), for all of them the separate quota application shall be made. |
| 3 | Generation of interactive quota application on the web site www.migrakvota.gov.ru | Quota Application can be made by copying previously generated application. Citizens from both visa and visa free countries, who are to be hired next year shall be indicated Quota correction In order to change the position, citizenship of proposed foreign workers or the number of them in the quota correction application, it is necessary to make the application for quota reduction first, after that the application for quota correction. The procedure of applying for an extra quota is the same as for the main quota Common information The following positions shall not be put into the quota/quota correction applications:

| 4 | Appointment of the date and time of the documents submission to the Ministry of Social Development of the Moscow oblast | Within 5 days after quota/quota correction application is generated and sent for approval on the web site www.migrakvota.gov.ru, the authorized Ministry person informs an employer on the date and time of the visit to the Ministry of Social Development of the Moscow oblast. Please note that there are a lot of other demands for quota application processing, failure to meet all of them can cause the refusal in issuing quota/ quota correction for an employer.
Quota applications/quota corrections are not accepted and recorded in the case of:
- lack of the stamp of the organization and the sign of the head on the documents;
- incorrect / not completely filling of the documents;
- not providing full package of documents above.
Starting 2014, a new system of registration of the branch offices with the subsequent confirmation of this information by the head company is introduced in the contact information on the site http://www.migrakvota.gov.ru/ as well as a modernized system of informing employers.
