Of all the requirements, only the requirement to fill out a questionnaire for those arriving in Russia remains in force, it remains the same in form, but it is purely informational, there is no obligation to take PCR and upload its result somewhere when filling it out.
However, despite the fact that these paragraphs became invalid from October 21, 22, the information on the corresponding page on the Gosusluig portal remained unchanged - there is a phrase that Russian citizens arriving in Russia are still required to take a PCR test and upload it result on public services. However, there is no legal basis for this after October 21, 22.
That is, apparently, there is a delay in updating information on the portal in accordance with the current editions of regulatory legal acts and current requirements. We contacted the consultants of the Gosuslugi portal, but, unfortunately, they could not comment on this situation in any way.
Therefore, we recommend relying on the requirements set out in the current editions of regulatory legal acts. The technical error that is currently observed on the State Services portal, we hope, will be corrected soon.
