The decree was adopted on the basis of paragraph 9 of Article 16 of the new law on Russian citizenship, according to which the President of Russia, for humanitarian or other purposes, has the right to determine categories of foreign citizens and stateless persons who, in addition to those established in the law, can be granted Russian citizenship without taking into account all or individual requirements , provided for admission to citizenship in the general manner, as well as establish other requirements and conditions for admission to Russian citizenship.
According to the Decree, citizens of the Republic of Belarus, Kazakhstan and Moldova permanently residing (having a residence permit) in Russia have the right to apply for citizenship without meeting the requirement for the period of permanent residence.
Besides:
- citizens of the Republic of Belarus are exempt from confirming proficiency in the Russian language and knowledge of the history of Russia and the basis of Russian legislation;
- citizens of Kazakhstan and Moldova are only exempt from confirming their knowledge of the history of Russia and the basis of Russian legislation; they also need to confirm their knowledge of the Russian language.
Documents to confirm proficiency in the Russian language are listed in subparagraph b of paragraph 39 of the Regulations on Citizenship, approved by Decree of the President of Russia of November 22, 2023 No. 889.
The decree came into force from the moment of its publication.
