These changes were made in order to implement the changes that come into force on January 1, 2023, the provisions of Article 12 of the Federal Law of July 14, 2022 N 237-FZ, which also temporarily include in the number of persons insured under compulsory health insurance (CHI) in Russia foreign citizens and stateless persons staying and working in Russia (with a number of exceptions).
We wrote about the changes we made earlier. The right for a temporarily staying foreign citizen to receive medical assistance under compulsory medical insurance in the territory of Russia arises if:
- a temporarily staying foreign citizen or a stateless person carries out labor activity in Russia (with the exception of highly qualified specialists, as well as foreign citizens engaged in labor activity in Russia in accordance with Article 13.5 of the Federal Law of July 25, 2002 N 115-FZ)
- his employer paid insurance premiums for compulsory medical insurance for him for at least three years.
This resolution and the new Rules come into force on January 1, 2023.
