The Ministry of Economic Development of Russia has developed amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" dated July 25, 2002 N 115-FZ regarding the status of a highly qualified specialist.
This bill was submitted to the State Duma of Russia on April 04, 2022 under No. 99721-8.
The ministry proposes the following major changes:
- issuance of an indefinite residence permit to a highly qualified specialist, who has been working in Russia for at least two years, provided that he/she lives for these two years on the base of the residence permit and pays taxes;
- increase the minimum wage for HQS from 501,000 rubles per quarter to 750,000 rubles;
- the HQS is obliged to apply for (issuance of) a work permit within 30 calendar days from the date of entry into Russia or within 30 calendar days from the date of the decision to issue a work permit if he/she is legally located on the territory of Russia.
These amendments have already been supported by the Government of Russia. Please note that such changes have already been reported before, but the previous bill was never adopted.
