According to the Order of the Government of the Russian Federation of 06.11.2020 No. 2878-р "On Amending the Order of the Government of the Russian Federation of 27.03.2020 No. 763-р", citizens of Russian Federation who are Russian athletes, coaches, sports judges and other specialists in the field of physical culture and sports, are allowed to leave Russian Federation through the "ground" checkpoints to participate in sports events in other countries. The Russian Ministry of Sports has been instructed to approve the lists of persons participating in sports competitions outside the Russian Federation, and send them to the FSB of Russia and the Russian Federal Air Transport Agency.
