With reference to the news as of 21.10.2016, concerning the list of medical organizations authorized to inspect foreign citizens in Moscow, Confidence Group would like to clarify the following.
The Order of the Department of Health of Moscow №1145 as of 31.12.2015 "On medical examination of foreign citizens and stateless persons to obtain temporary residence permit, residence permit, patent or work permit in Russia" (the text is available here), establishes the procedure of medical examination.
The same Order canceled the Order of the Department of Health of Moscow as of January 17, 2013 N 35, which provided the list of medical organizations authorized to issue certificates (the text is available here).
In relation to the increase of requests concerning the medical examination of foreign citizens on the presence (absence) of infectious diseases dangerous to others which is the reason for the refusal to issue or cancellation of temporary residence permits of foreign citizens and stateless persons, or permanent residence permits, or patents, or work permits in Russia, the Department of Health of Moscow is clarifying the following on its official web site:
For foreign citizens arriving in Russia in order not requiring a visa, for obtaining the patents for the right of temporary work in Russian territorial entities the medical examination is carried out in the State Budget Institution of Moscow Health "Moscow Scientific and Practical dermatology and cosmetology center of Moscow health Department" (according to the Decree of the Government of Moscow as of 15.12.2015 № 868-PP and p. 2 of annex 2 of the Order of the Russian Ministry of Health as of 29.06.2015 № 384n), located at Voronovskoye village, Varshavskoye highway, 64-km, household 1, bldg.47 (the territory of “Multifunctional migration center”).

For foreign citizens arriving in Russia from visa-regime countries in order to obtain the work permit in Russia, the medical examination is carried out in any medical organization or any other organization engaged in medical activities, providing primary health care, irrespective of the legal form, if it has valid medical license for such medical activities, in accordance with p. 2 of annex 2 of the Order of the Russian Ministry of Health as of 29.06.2015 № 384n.

For foreign citizens arriving in Russia in order to obtain the temporary residence permit, permanent residence permit in Russia, the medical examination is carried out in any medical organization or any other organization engaged in medical activities, providing primary health care, irrespective of the legal form, if it has valid medical license for such medical activities, in accordance with p. 2 of annex 2 of the Order of the Russian Ministry of Health as of 29.06.2015 № 384n.
The foreign citizens, studying in Russia full-time in a professional educational organization or educational institution of higher education in basic education program that has state accreditation, in order to obtain the work permit, pass the medical examination in accordance with p. 2 of annex 2 of the Order of the Russian Ministry of Health as of 29.06.2015 № 384n in medical institutions listed above.
The following categories of foreign citizens are not required to pass the medical examination in order to work in Russia:
- Foreign citizens – highly qualified specialists (Article 13.2 of the Federal Law as of 25.07.2002 № 115-FZ);
- Foreign citizens coming to work in Russia in branches, representative offices and subsidiaries of foreign commercial companies registered in the territories of the member states of the World Trade Organization (Article 13.5 of the Federal Law as of 25.07.2002 № 115-FZ);
- Foreign citizens working at the residents of free port of Vladivostok (Article 13.5 of the Federal Law as of 25.07.2002 № 115-FZ).
Moreover, Confidence Group previously informed on the possible reasons for the cancellation of work permits, patents, temporary residence permits of foreign citizens if the HIV certificate is absent. In accordance with the law, the certificate is valid for 3 months from the date of the medical examination.
We would like to draw your attention once again that in accordance with the above law, the foreign citizen working in Russia, is obliged to pass the medical examination once a quarter and update the relevant certificate.
