The Russian Interior Ministry (MVD) is preparing to significantly strengthen its role in the field of labor migration. At the end of 2025, the ministry prepared a series of draft regulatory legal acts that redistribute powers between government agencies.
A draft government resolution has been published on the regulation.gov.ru portal. This document proposes abolishing a number of functions of the Russian Ministry of Labor and Social Protection and transferring them to the jurisdiction of the Interior Ministry.
The following will fall under the competence of the Main Directorate for Migration of the Russian Interior Ministry:
• Determining the conditions for work by foreign citizens outside the region where they were issued a work permit or temporary residence permit.
• Approving the list of professions for foreign specialists that are not subject to quotas.
• Forming a list of professions for qualified foreign specialists who are eligible to obtain a residence permit in Russia without first obtaining a temporary residence permit.
To legislatively enshrine these changes, the Interior Ministry has developed a draft federal law amending the law "On the Legal Status of Foreign Citizens," which officially assigns the new powers to the migration authority. Thus, it is planned to centralize the management of labor migration within a single agency to strengthen control.
