This proposal was made at the end of April 2022 by the Ministry of Labor of Russia. According to the Ministry, such an innovation would allow employers, if necessary, to adjust the scope of hiring foreign specialists in a broader framework, depending on the need for them. This is especially significant for investment projects and other important projects and areas of the Russian economy.
The recruitment of foreign workers who require a visa to enter the territory of Russia is carried out according to quotas, which are established by the Ministry of Labor annually for each subsequent year, depending on the needs of the economy in different regions.
"The need to increase the size of the quota reserve is due to the fact that employers have the opportunity to apply for a quota during the year. This, on the one hand, simplifies the hiring of foreign specialists when such a need arises, and on the other hand, ensures state administration. In particular, when necessary adjust the quota for projects such as the construction of the largest gas chemical cluster in Ust-Luga, the Power of Siberia gas pipeline, and the ZapSibNeftekhim plant, the representative of the Ministry said.
