The published document is a draft agreement on the settlement of issues of dual citizenship.
This project, in particular, implies the right of persons who were citizens of the Republic of Abkhazia as of August 26, 2008 and who have were the citizens of Abkhazia on the day of application, who have reached the age of 18 and have legal capacity, to apply for admission to the citizenship of Russia in a simplified manner. The conditions, the procedure for filing an application, the list of documents to be submitted and the procedure for considering applications will be determined by the President of Russia.
Persons with citizenship of both countries will be able to enjoy the rights to social security, education, medical care in accordance with the legislation of the country in which they permanently reside, unless otherwise provided by the legislation of the country of permanent residence or international treaties, have the right to enjoy protection and patronage in territories of third states of any of the countries of their choice. Persons who are citizens of both states do military service in the country of permanent residence at the time of conscription, and those who have completed compulsory military service in one of them are exempted from conscription for military service in the other.
The agreement also defines the procedure for determining the citizenship of a child under the age of 18, if he has the citizenship of both states, in the event that one of the states renounces the citizenship of one of the parents, as well as in other cases.
The agreement will enter into force after the exchange of instruments of ratification between Russia and Abkhazia.
