In continuation of the previously published
news, the Confidence Group Company recalls that on March 6, 2019 Rospotrebnadzor adopted the
Resolution of the Chief State Sanitary Doctor of Russia as of March 6, 2019, No. 2, obliging employers (paragraph 3 of the Resolution) to ensure that foreign workers are vaccinated against measles before the end of 2019. Foreign workers who have not had measles before and who have not vaccinated are subject to vaccination.
Employers should vaccinate workers in accordance with art. 1 of the Federal Law "On immunoprophylaxis of infectious diseases" and Art. 1 of the Federal Law "On the sanitary and epidemiological welfare of the population." Specific measures for vaccination and lists of workers to be vaccinated are provided for both by legislation and by individual regulations of the Rospotrebnadzor (for example, the aforementioned Decree of the Chief State Sanitary Doctor of Russia as of March 6, 2019, No. 2).
No exceptions are provided, all foreign workers are subject to vaccination, including highly qualified specialists and any other categories of foreign workers. This is confirmed by the
response of Rospotrebnadzor to the corresponding request of Confidence Group.

* The cost of vaccination starts from 300/500 rubles and reaches 10,000 rubles, depending on the country of manufacture, brand and several other factors.
After vaccination, an official document is issued containing personal data and the date of vaccination.
In the event that a foreign citizen has vaccinated against measles outside Russia and has an appropriate supporting document, it is not necessary to re-vaccinate, it is enough to translate it into Russian, give the employer a copy of the document for storage and presentation in case of verification.
If a foreign citizen has been vaccinated outside Russia and has no documented evidence of vaccination, then, on the recommendation of Rospotrebnadzor, a foreign citizen should be tested for the presence of antibodies to measles virus. Documentary evidence of the presence of antibodies to measles virus must also be handed over to the employer for storage.
Analyzes for the presence of antibodies can also be done at any state, municipal or private medical center providing such services. The cost of this service is from 350 rubles, the production time is 2-3 days.
If a foreign worker has a compulsory medical insurance policy, which all foreign citizens permanently residing in Russia must have, such a foreign worker should contact the clinic at the place of registration.
We remind you that employer is obliged to inform Rospotrebnadzor about immunization against measles of all foreign employees of his company before December 31, 2019.
In Moscow, information on immunization against measles of foreign citizens is submitted weekly on Thursdays to the territorial departments of the Rospotrebnadzor Office in Moscow in the administrative districts.
To inform the territorial departments of Rospotrebnadzor, it is necessary to draw up a simple written appeal addressed to the chief physician of the territorial department of Rospotrebnadzor about fulfilling the requirements of clause 3 of the Resolution indicating the name of the workers who have been vaccinated.

For non-compliance with the requirements of legislation on the vaccination of employees, employer may be held liable under Art. 6.3. Code of Administrative Offenses. For legal entities, this article provides for a fine from ten thousand to twenty thousand rubles or administrative suspension of activity for up to ninety days. For other categories of offenders (individual entrepreneurs, etc.) milder penalties are provided.
