On May 15, 2018 Russia and Belarus announced their intention to sign an agreement regulating entry and stay of foreign fans in Russia and Belarus and crossing the borders between Russia and Belarus.
It is expected that the agreement will be effective during the World Cup in 2018 and during the Second European Games of 2019. On the basis of such an agreement, foreign fans will be able to cross the border between Russia and Belarus with fan-cards without visas.
