On February 18, 2017, the President of Russia signed the Decree on recognition of documents issued by the authorities of the Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR).
The Decree established that the following documents are recognized valid in Russia: identity documents, documents on education and (or) on the qualifications, birth certificate, certificates on marriage (divorce), change of the name, death, the certificate of registration of vehicles, registration plates of the vehicles issued by the appropriate bodies (organizations) actually acting on the territory of these areas to the citizens of Ukraine and stateless persons permanently residing in these territories.
The Decree also determined that the citizens of Ukraine and stateless persons permanently residing in the territories of certain areas of the Donetsk and Lugansk regions can enter Russia and exit from Russia without a visa on the basis of identity documents (minors under the age of 16 years - on the basis of the birth certificate) issued by the relevant authorities, actually acting on the territories of these areas.
This means that these documents issued by the DPR and LPR public authorities will be officially recognized in Russia.
Currently the issuance of passports and other documents to the citizens of DPR and LPR is in active process.
