TASS notes that it was reported by the First Deputy Chairman of the State Duma Committee on State Construction and Legislation Vyacheslav Lysakov (“United Russia”).
In 2013, the Federal Law «On Amendments to the Federal Law «On Road Traffic Safety» and the Code of the Russian Federation on Administrative Offenses» was adopted in Russia, it establishes a ban on attracting persons who do not have driving licenses as drivers when carrying out entrepreneurial and labor activities, issued in the RF. The norms should come into effect on June 1, 2017. For obtaining Russian driving license, the law instructs drivers to pass three compulsory exams: one theoretical and two practical examinations (on the circuit and in urban traffic). On May 17, 2017 The State Duma adopted in the first reading a draft law extending the period for the exchange of national driving license to Russian driving license for a year - until June 1, 2018, but the document was not rendered for the second reading.
Lysakov explained that the deadline for the exchange of driving licenses for foreign drivers has been repeatedly postponed, and there will be no further postponement.
