On April 24, 2019, the President of Russia signed the Decree “On definition for humanitarian purposes of categories of persons entitled to apply for citizenship of Russia under the simplified procedure”, which provides for a simplified procedure for obtaining citizenship of Russia by residents of Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR).
Ministry of Internal Affairs of Russia reports, that procedure for handling the relevant application established by the Decree is due to specifics of the difficult situation in which citizens of Ukraine and stateless persons residing in the territories of the DPR and LPR.
Taking into account the powers of the Ministry of Internal Affairs of Russia indicated in the Decree of the President of Russia, mechanisms for its implementation are currently being worked out.
It is planned that reception of applications for this category of citizens will be carried out through authorized persons of the DPR and the LPR and will be considered on the territory of the Rostov region in Russia, where all the necessary conditions are available for this, including material and technical resources and blank products.
The estimated time for consideration of the application is up to 3 months.
In the case of a positive decision on acquisition of citizenship to specified persons on the territory of the Rostov region will be issued a passport of a citizen of Russia.
This category of persons can also receive, if they wish, a document proving the identity of a citizen of Russia outside Russia (international passport of citizen of Russia).
The press service of the DPR reports that residents of the DPR and the LPR should have the following documents with them when applying for citizenship of Russia:
- passport of a citizen of the DPR or a citizen of the LPR with registration within their territories;
- marriage and divorce certificate (if any);
- a document on changing the name, surname or patronymic (this document is called a marriage certificate - issued by the registry offices of the DPR and the LPR).
- passport of a citizen of Ukraine - civil or international;
- child's birth certificate (minor children will receive Russian citizenship by one of the parents by including them in the application of mother or father).
Send a waiver of Ukrainian citizenship to the Ukrainian consulate is not required.
