On April 17, 2017, the President of Russia signed the Federal Law № 78-FZ "On amendments to certain legislative acts of Russia regarding the improvement of regulation of certain issues of law enforcement during the official sports events".
Changes were implemented in p. 3 art. 25.10 of the Federal Law of August 15, 1996, № 114-FZ "On the order for leaving and enter the Russian Federation". According to the changes, in the event that decisions on the non-admission of entry into the RF are made at the same time with respect to several foreign citizens and (or) persons without citizenship such decisions can be made by drawing a single document.
Art. 20.31 of the Code of Administrative Violations - "Violation of the behavior rules by the spectators during the official sports competitions" is amended by parts 3, 4 and 5. According to these amendments, a gross violation of the rules by the spectators during official sports competitions, committed by a foreign citizen, if these actions do not contain a criminal act, entail the imposition of an administrative fine in the amount of 10,000 to 20,000 rubles with administrative expulsion outside the RF or an administrative arrest for up to 15 days with administrative expulsion out of the RF.
A gross violation of the rules of conduct of spectators during the official sporting events means:
- carrying out actions that endanger their own safety, life, health, as well as the safety, life, health of other persons who are in the place of the official sports competition or in the territory adjacent to it;
- violation of rules of conduct of spectators during the official sporting events, which led to a suspension or termination of the official sports competitions.
Art. 20 of the Federal Law as of December 4, 2007 № 329-FZ "On Physical Culture and Sports in the Russian Federation", is supplemented by part 14.1, according to which at the time of international sports events, the enter of foreign citizens or persons without citizenship is forbidden, if there is the information on the facts of violation of the public order by them during the public sports, entertainment events outside Russia or violations of the behavior rules during the official sports competitions in Russia or intention to commit such acts on the territory of the RF.
