On January 27, 2017 three orders of Russian Federal Security Service were published at the official website of the Russian legal information. According to these orders the border checkpoints will be created in Pskov, Smolensk and Bryansk regions. This Order came into force on February 07, 2017.
It is noted that this decision was made in order to create the necessary conditions for the protection of the state Russian border.
According to the documents, the regional border department of the Federal Security Service should set the place and time for the entry of citizens and cars in the border zone, as well as to organize the installation of warning signs.
Earlier Belarus introduced visa-free regime for citizens from 80 countries who arrive by plane for a period of not more than five days. The Decree applies to 39 countries of Europe, Brazil, Indonesia, the USA, Japan and other countries. At the same time, there is visa-free regime between Moscow and Minsk, and foreign citizens who arrived without visas to Belarus may enter illegally into Russia.

There are also other risks. So, Rospotrebnadzor declared epidemiological risk for Russia, which increases due to Belarus visa-free regime with 80 countries. It was reported at RBC.

Previously it was also noted that Russia carried out control tightening at the border with Belarus. Thus in October, Confidence Group announced the closure of the border checkpoint "Krasnaya Gorka" for foreign citizens.
These events are taking place in accordance with exacerbation of relations between Russia and Belarus due to Belarus’ denial to pay gas debt to Russia and because of large-scale of goods moved to Russia from Europe through Belarus. These facts cause dissatisfaction of the authorities of Belarus. In particular, the President of Belarus Alexander Lukashenko in response to the actions of Russia demanded the arrest of the head of the Rosselkhoznadzor Mr. Sergey Dankvert.
