The draft law proposes to amend the Labor Code of Russia by adding part six to Article 327.1 as follows: when hiring, all other things being equal, priority shall be given to Russian citizens. An employment contract with foreign citizens or stateless persons may only be concluded if it is impossible to ensure that the vacant position is filled by Russian citizens.
In the explanatory note, the authors of the drfat law refer to Part 3 of Article 3 of the Labor Code of Russia, according to which, if differences, exceptions, and preferences in the selection of employees are established for the purposes of ensuring national security, maintaining an optimal balance of labor resources, promoting priority employment of Russian citizens, and for the purposes of solving other tasks of the domestic and foreign policy of the state, then they are not discrimination.
