“Labor migrants rarely apply to state bodies because they do not know or fear the consequences. The recruitment agencies that bring them do not deal with legal training and education of migrants, assessing their qualifications. Today, Russian legislation does not have any requirements for such organizations. The problem can be solved by introducing of state regulation. We must motivate and encourage the relevant organizations to recruit foreign workers, work in their interests and in the interests of employers," Ivankov said.
The initiative involves cooperation between Russian and foreign authorities in the field of employment, as well as the opening of special centers in the countries of origin of migrants, wh ere they could undergo a medical check-up, fingerprinting, check if there is a ban on entry into Russia, and submit applications necessary for work in Russia documents, including a patent for work and so on.
The purpose of these innovations is to create a system of real assessment of the qualifications of attracted foreign workers, compliance with the labor and migration legislation of Russia and the labor rights of migrants.
