According to the Order of the Government of Moscow dated May 31, 2022 No. 936-PP, the of living wage in the city of Moscow for 2022 is set at the rate of:
- for the able-bodied population — 23,508 rubles;
- for pensioners — 15,410 rubles;
- for children — 17,791 rubles.
Consequently, the amount of income of foreign citizens required to apply for a residence permit, as well as to submit annual notifications of residence under the temporary/permanent residence permit, has also changed.
For the purposes of applying for a residence permit, a foreign citizen needs to confirm their income with any document confirming a legal source of livelihood, for example, 2NDFL, 3NDFL, IP declaration, including a certificate from the bank on the presence of a deposit.
As a general rule, the amount of income is calculated according to the formula: the minimum wage multiplied by the number of months for the consideration of documents for a residence permit.
So, for example, if the income is confirmed by a certificate from the bank, then the amount of the deposit needed for applying for a residence permit with a consideration period of 4 months will be at least 94.1 thousand rubles for an adult and 71.2 thousand rubles for a child.
Separately, we would like to highlight the issue of submitting an annual notification of residence under the temporary / permanent residence permit.
Foreign citizens residing in Russia on a temporary residence permit and a permanent residence permit are required to submit to the territorial authority of migration a notification confirming their residence in Russia with an income document attached. This can be any document confirming the legal source of livelihood for the full year preceding the year of submission of the notification, for example, certificates 2NDFL, 3NDFL, IP declaration, and a certificate from the bank about a deposit.
Despite this in practice, in most cases, employees of the Ministry of Internal Affairs accept an annual notification of confirmation of residence in Russia on a temporary / permanent residence permit with a certificate of the amount of a bank deposit corresponding to 12 times the minimum wage.
Within the meaning of the current norms of the law, income for the purposes of submitting an annual notification of residence on a temporary / permanent residence permit should be considered not the amount of the bank deposit itself, but the amount of income (interest on bank deposits) received from the deposit for a period equal to 12 months, and this amount from June 1, 2022, it should be at least 282.1 thousand rubles for an adult and 213.5 thousand rubles for a child.
