The Minister of Internal Affairs of Russia, V. Kolokoltsev, signed orders of November 1, 2021 No. 799 "On Amendments to the Administrative Regulations ... for the issuance of ... a temporary residence permit ..." and of November 2, 2021 No. 804 "On Amendments to the Administrative Regulations .... On the issuance of ... a residence permit ... ", which assume the following:
- changing the form of applications for issuing a temporary residence permit to a citizen under 18 years of age and the application itself for issuing a temporary residence permit;
- in the regulations on issuing a TRP , the clause on the mandatory provision of a medical certificate in advance is excluded, while both regulations include a clause on the provision of a medical certificate at will during the initial submission of applications;
- both regulations include two additional documents allowing not to take exams for knowledge of the Russian language, the history of the Fatherland and the basics of legislation, namely: a state-recognized document on education (at a level not lower than basic general education) issued by an educational institution on the territory of the state to the USSR, before September 1, 1991, or a document on education and (or) qualifications issued to persons who successfully passed the state final certification on the territory of Russia, from September 1, 1991 to December 31, 1995, as well as a document issued by a military a professional educational organization or a military educational institution of higher education;
- in the regulations on issuing a TRP, Kazakhstan and Moldova were added to the clause on issuing a TRP without taking into account the quota, in addition to Ukraine;
- in both regulations “birth certificate” is replaced by “document confirming the fact of birth registration”;
- in the regulations on issuing a residence permit, a certificate of no criminal record was excluded from the list of mandatory documents for foreign citizens from visa countries, if it has already been submitted for filing documents for a temporary residence permit;
- made adjustments when accepting documents in electronic form and using electronic databases.
These changes will come into effect on December 11, 2021.
