On July 28, 2022, the Order of the Government of Russia No. 1340 dated July 28, 2022 "On Amendments to the Order of the Government of Russia No. 1134 dated October 31, 2014" was published, according to which the medical examination required to apply for a temporary residence permit (TRP), a permanent residence permit and citizenship of Russia for citizens of the LPR, DPR and Ukraine, as well as stateless persons who permanently resided in these territories and left them on an emergency reason, as well as members of their families, becomes free of charge. These expenses will be reimbursed from the federal budget and carried out free of charge by medical organizations subordinate to the executive bodies of the constituent entities of Russia and local governments.
Previously, citizens of the DPR, LPR and Ukraine could undergo a free medical examination only upon obtaining refugee status.
Also, changes are being made to the rules for the provision of medical care – in addition to the first health care, the listed citizens will be able to receive specialized, including high-tech, as well as palliative care free of charge. Previously, this was possible only "on an emergency basis for diseases and conditions included in the program of state guarantees of free provision of medical care to citizens."
The order came into force at the time of its publication, but whether it is already working in practice is still unknown.
