In the spring of 2026, Russia will officially launch a specialized operator tasked with attracting foreign citizens whose relocation to the country is deemed appropriate and beneficial for the economy and society. The new organization will be founded by the Agency for Strategic Initiatives (ASI). This was reported by the ASI press service, specifying that the start date is set for April 1, 2026.
The creation of the autonomous non-profit organization "Agency for Attracting Foreign Talent to Russia" implements Presidential Decree No. 883, signed in December 2025.
How the new mechanism will work
ASI explained that the key task of the new body is to act as a "single window" for so-called impatriates. This refers to foreign specialists with competencies in demand in Russia who respect traditional Russian values. All services for such candidates will be provided free of charge.
The operator's functions will include:
- Comprehensive expert assessment of applicants' personal and professional qualities.
- Interaction with the Ministry of Internal Affairs on migration issues.
- Comprehensive support for approved candidates – fr om assistance with relocation to help with settling in a new place.
Digital solutions for relocation
Another important stage will be the development of digital infrastructure for those wishing to relocate to Russia. The main entry point for foreigners planning to move based on professional criteria has been designated as the "Time to Live in Russia" resource. This portal was developed through the joint efforts of ASI and the Ministry of Digital Development.
In the future, its functionality will be integrated with the "Gosuslugi" portal, wh ere a personal account for impatriates will be created. Through this service, users will be able to submit applications, explore support program conditions, job opportunities, and adaptation measures.
Background
It will be recalled that the Russian government previously approved a comprehensive "roadmap" aimed at simplifying migration procedures for foreign scientists, investors, entrepreneurs, and IT specialists. The document, developed by ASI and the Ministry of Internal Affairs, includes 40 specific initiatives.
