On November 24, 2016, the media reported that starting from 2017 the Ministry of Interior Affairs of Russia is planning to make fingerprinting obligatory for all foreign citizens arriving in Russia. It was reported by the first deputy head of the Ministry of Interior Affairs, Alexander Gorovoy. As TASS quotes Gorovoy: "The Ministry of Interior Affairs initiated the conduction of the fingerprinting for all foreign citizens arriving in Russia from the beginning of the next year”.
Earlier, in April 2016, Elena Sutormina, the head of the Commission of Public Chamber on Public Diplomacy and Support of compatriots abroad, proposed to introduce the procedure for compulsory fingerprinting for all citizens of the European Union and the United States, arriving in Russia.
