At the same time, paragraph 21 of Art. 5 of the Federal Law No. 115-FZ provides that, on the basis of the principle of reciprocity, certain categories of foreign citizens are exempt from the above obligations.
However, representatives of certain categories (holders of diplomatic and service passports) of citizens of some countries still need to undergo fingerprint registration, medical examination and photography on the basis of the principle of reciprocity.
To determine which categories of foreign citizens and from which countries will need to undergo the above procedures, the Order of the Ministry of Foreign Affairs of the Russian Federation of November 29, 2021 No. 23817 was published on the official portal of regulatory and legal information on January 13, 2022.
On December 30, 2022, Order No. 24512 of the Ministry of Foreign Affairs of Russia dated November 22, 2022 "On Amendments to the List..." was published.
The new order includes Austria, Bahrain, Côte d'Ivoire, Slovakia, Uganda and South Sudan. Djibouti, Mali, Niger and Somalia are excluded.
Thus, at the moment, to undergo mandatory fingerprint registration and photography, as well as a medical examination, on the basis of the principle of reciprocity, are required:
1. Foreign citizens who are heads of diplomatic missions and heads of consular institutions, members of diplomatic staff, consular officials, holders of diplomatic passports, who entered Russia in connection with the performance of official duties, as well as members of their families, from the following countries:
Austria
Bahrain
Benin
Guinea
Cameroon
Ivory Coast
Mauritania
Peru
Senegal
Singapore
Slovakia
Sierra Leone
Tanzania
Togo
Uganda
South Sudan
2. Foreign citizens who are members of the administrative and technical staff of diplomatic missions and consular offices, military attaché offices, trade missions and other representative offices of state authorities of foreign states, holders of service passports (including special, official and other passports recognized by Russia in this quality) and who entered Russia in connection with the performance of official duties, as well as members of their families, from the following countries:
