Order No. 17065 regulates the sequence of actions when the Russian Foreign Ministry makes a decision to extend or shorten the period of temporary stay in Russia of foreign citizens who have a diplomatic or service passport, or in respect of which Russia recognizes diplomatic or official status.
The new order included two more grounds on which the period of stay of foreign citizens to which the order relates can be reduced, namely:
- after 90 calendar days from the date of entry of a foreign citizen into Russia, the receiving party did not submit to the Russian Foreign Ministry confirmation of the fulfillment of obligations by him to undergo mandatory state fingerprint registration, photographing and (or) medical examination
- based on the results of a medical examination, it was established that he used narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances, or it was established that this foreign citizen suffers from a disease caused by the human immunodeficiency virus (HIV infection).
We remind you that only those foreigners with diplomatic or other official status who are obliged to do this on the basis of the principle of reciprocity are required to undergo fingerprint registration and medical examination. The list of countries, in respect of certain categories of citizens of which, specified in paragraph 21 of Article 5 of the Federal Law of July 25, 2002 No. 115-FZ "On the Legal Status of Foreign Citizens in Russia", are applied on the basis of the principle of reciprocity, the provisions of paragraph 13 of Article 5 of the Federal Law dated July 25, 2002 No. 115-FZ "On the legal status of foreign citizens in Russia" approved by Order of the Russian Ministry of Foreign Affairs dated November 29, 2021 N 23817 (as amended on November 22, 2022).
