Foreign nationals arriving in Russia with the purpose of carrying out labor activities must comply with isolation requirements for a period of 14 calendar days from the date of arrival on the territory of the Russian Federation. Such a requirement is established by clause 6.1 of Resolution No. 9 of the Chief State Sanitary Inspector of the Russian Federation of 30.03.2020.
However, this requirement does not apply to citizens arriving in Russia with a short-term visit of not more than 3 days to fulfill obligations under international contracts, as well as to negotiate or make deals.
However, according to the clarification of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in a letter dated 01.04.2021 № 02/6360-2021-32 "On the entry of specialists to conduct installation, commissioning and maintenance of equipment" a special procedure was established for reducing the period of self-isolation by testing workers by PCR (for SARS-CoV-2 RNA) and ELISA (for IgM and IgG antibodies).
Thus, if a foreign specialist has a negative PCR test result and a positive IgG in protective titres, it is possible to exclude these workers from observation and, on the basis of a medical report, send them back to their place of work without restriction based on a director's order.
However, if IgM is present, IgG is absent and PCR results are negative, workers are referred to a doctor for consultation and undergo a 14-day observation period (if there are no indications for hospitalisation). On the 8-10th day from the beginning of the observation, they are re-tested for IgM and IgG by PCR. If PCR results are negative and IgG is present, workers may be allowed to work without isolation.
Please note that this procedure applies only to foreign specialists who come to Russia to carry out installation, commissioning work and maintenance of equipment, including work in the construction industry.
