The Ministry of Economic Development has proposed simplified procedure of obtaining Russian citizenship for Highly Qualified Specialists
According to the draft, Highly Qualified Specialist (HQS) will be able to get Russian citizenship notwithstanding the requirement of residing in Russia for a period of 5 years and will have the right to remain an existing citizenship.
The Ministry has also proposed a list of changes concerning HQS hire and labor activity in Russia:
- to reduce a minimum amount of HQS salary, indicated in 115-FZ;
- to increase state fee for HQS work permit from 3500 rubles to 13000 rubles, which is equal to minimum monthly amount of withheld HQS income tax;
- to establish the fine for employers, failing to pay HQS income taxes.
By introducing the draft, the officials intend to modify the existing procedure of HQS hire and labor activity in Russia.
