From April 2026, new rules for valuable foreign specialists come into force in Russia. According to the decree signed by the President, they will be able to obtain a Temporary Residence Permit (TRP) and a Permanent Residence Permit (PRP) under a simplified procedure - without mandatory exams in the Russian language, history, and law. The changes aim to attract highly qualified personnel to the country.
The new decree fundamentally changes the approach to migration processing for foreigners whose activities are recognized as beneficial for Russia's development. The key innovation is the cancellation of the Russian language exam for obtaining a TRP for the privileged category of applicants.
Who can get a TRP without a Russian language exam?
The right to simplified processing will be available to foreign citizens and stateless persons who are officially recognized as "of interest to Russia." These include:
- Specialists with achievements in science, technology, industrial production, and sports.
- Representatives of creative industries and the cultural-humanitarian sphere.
- Individuals who have contributed to the development of the country's economy, security, and defense capability.
- Holders of highly demanded professions, high qualifications, or unique skills.
How will the new procedure work?
Starting April 15, 2026, the specified foreigners will be able to apply for recognition as being of interest to Russia. After receiving a positive decision, they and their family members will have the right to:
- Apply for a VTRP without regard to the annual quota and without providing a certificate of knowledge of the Russian language, history, and fundamentals of legislation.
- Apply for a PRP under a simplified procedure, bypassing the stage of obtaining a VTRP.
Significance of the changes:
The reform is designed to reduce administrative barriers and make Russia more attractive to global talent. This is a significant step in simplifying migration legislation for highly qualified specialists whose competencies contribute to achieving national development goals.
