Order of the Ministry of Internal Affairs of Russia from 02.03.2021 № 99 (registered 30.03.2021) made changes to the Administrative Regulations of the Ministry of Internal Affairs on the provision of public services to issue permits to hire foreign workers and work permits for foreign nationals and stateless persons, approved by Order of the Ministry of Internal Affairs № 541 dated August 1, 2020. The amendments will take effect on April 10, 2021.
The requirements for several categories of citizens to provide documents required for the issuance of work permits to foreign citizens and stateless persons have been simplified.
Under the previous version, the uniform rule was in effect, according to which copies of documents had to be notarized or submitted with the presentation of the original.
As a result of the changes – for the issuance and extension of work permits for the following categories of foreign nationals:
- highly qualified specialists;
- foreign nationals sent to work for a foreign commercial organization on the territory of the Russian Federation,
notarization of copies of documents certifying the identity of foreign nationals and recognized by the Russian Federation as such is no longer required.
Copies of other documents, not notarized, are submitted with the presentation of the original.
In addition, now it is not necessary to provide a copy of the contract (policy) of health insurance concluded by a foreign citizen with an insurance organization (or the contract concluded by the employer with a medical organization for the foreign citizen to receive primary health care and specialized medical care) to extend the work permit for a foreign citizen who is hired and used for labor activities in order to implement the project of creation and operation of the innovation science and technology center.
There is also an addition that such services as:
- medical examination with the issuance of a certificate in order to provide state services by federal executive authorities;
- special training, including the issuance of a document confirming its completion, which is necessary and obligatory for the provision of a state service by federal executive authorities,
are provided at the expense of the applicant.
